I don’t think anything changed in that regard. Keep in mind though, if a word is unambiguously in a weak or strong position in the sentence, no alternatives will be offered. They only appear where either the context is insufficient or emphatic stress may change depending on the meaning of the sentence. At least that was the idea behind the implementation.

“The” should also have the alternate transcription of /ðə/.

That depends on the context. Out of context you get full form. Within the context it takes the following phoneme into account.
