原本是中央厨房集中配餐质量不佳的个案，经网络发酵，尤其是自媒体短视频和图片渲染，迅速转化为一场“预制菜能否进校园”的大讨论。

预制菜由于方便快捷逐渐进入大众视野，究竟什么是预制菜？营养价值怎么样？对人体有伤害吗？

什么是预制菜？

预制菜也叫料理包，就是将可食用原料经过预加工制成半成品或成品产品，根据需要配以各种辅料，可能会使用食品添加剂，具有保质期长、食用方便等特点。

从类型上看，预制菜一般分为4类：即食食品、即热食品、即烹食品、即配食品。

比如我们平时吃的开袋即食的豆干、鸡胸肉，就属于即食食品。

需要用热水浸泡后或者加热后才能吃的方便面、速冻饺子等，就属于即热食品。

经过简单烹调就能出锅的鱼香肉丝、梅菜扣肉等，就属于即烹食品。

按照分量分装的净菜、净肉、辅料等的小炒菜组合，就属于即配食品。

如何看待预制菜？

家长和网友反对预制菜的原因主要集中于两个方面：

一是担忧预制菜的安全和质量。不少家长担忧，预制菜中添加剂过多或加工过程中卫生条件不良，将给学生健康带来风险隐患。

一名三甲医院的营养科主任认为，一些预制菜食材质量一般、高油高盐，部分脱水蔬菜营养流失，增加了肥胖的可能。

中国农业科学院农产品加工研究所研究员张春晖认为，理想状态下，预制菜在原料把控上可能更好；伴随技术升级，企业大都会采用速冻锁鲜、天然抑菌抗氧化、冷链配送等新技术。在这种条件下，很多预制菜实际可以做到添加剂减量添加，尤其是采用热链配送和“双厨房”模式配餐的学生餐，不需添加防腐剂。

张春晖说，实际操作中，难免会有一些商家使用劣质食材、生产不规范、卫生不达标、包装材料及冷链运输不过关，导致食品不安全、菜品变质。

二是质疑知情权和选择权难以得到保障。 “涉及孩子长期健康的食品，是否使用预制菜，学校必须公开透明，让大家可以选择、可以监督。”家长胡女士表示。

教育部、市场监管总局和国家卫生健康委发布的《学校食品安全与营养健康管理规定》强调，学校在食品采购、食堂管理、供餐单位选择等重大事项上，应以适当方式听取家长委员会或者学生代表大会、教职工代表大会意见，保障师生家长的知情权、参与权、选择权、监督权。

预制菜应标准化和安全化

业内人士表示，预制菜是食品工业化的产物，也是个新鲜事物，其安全程度并不一定比小作坊制作的食品低，而且也可以实现快速供餐。

不少家长的共识是，在孩子饭菜方面，效率和成本不应作为第一考量。相较社会上的普通餐饮，校园餐食更应注重安全、营养、卫生。

21世纪教育研究院院长熊丙奇表示，进入校园的餐食应符合相应安全和营养标准，建立严格的进入制度。其次，必须充分满足家长的知情权和选择权，由家委会参与餐食的选择、订购，形成合力监督。

“现阶段预制菜进校园仍需谨慎。”中南大学公共管理学院讲师雷望红认为，统一配送模式下，学校对食谱的调整空间较小。配送公司出于盈利考虑，会尽可能压缩成本，选价格便宜的蔬菜，或通过大规模采购单一品种蔬菜来压价。

在情况允许下，应给予学校更充分的食材购买权和餐食供应权，为学生提供多样化饮食选择，教育监管部门加强食材抽检和财务管理。

专家建议，预制菜在进入更多消费场景之前，不妨先预制规矩。
