You want to talk about messed up?? 

My son's computer has never been able to run ME:A fullscreen, it always had to run in windowed borderless to run, otherwise you would just get a flickering black screen until you changed it back.  So I tried your suggestion, but my son's monitor was set to 60 hertz refresh already so I said what the heck and set it to 59 and then started up ME:A.  I changed the settings in video for fullscreen, then said hey while I am here, disalbed Vsync, looked at alternate refresh rates and sizes but went back to his previous setting, and then exited options to let it take effect.....it worked, which is awesome....Then I said hey, lets verify this fixes it, so I set EVERYTHING back to the way it was before I started tinkering...........it still worked, yup, that's right, the old settings that PREVIOUSLY wouldn't work on fullscreen, now DO work on fullscreen..........got to love computers...
