You can't increase the quality. it is what it is, but if you imported it into an HD timeline then it would get blown up and appear pixelated. Take a look at the settings for the project and be sure it is in a timeline that matches the original footatge. "on the camera" doesn't mean much. if you are referring to the playback lcd...it's so small that you can't tell much. If you import it properly and view it on your screen at 100% then that's as good as it's going to get as far as I know (other than color correcting, minor sharpening or other basic editing techniques. You can't turn SD into HD. Now that we are all used to seeing nice HD quality, old SD footage does look pretty poor.
