亲爱的CATTI备考小伙伴们！今天跟大家分享一个新词，就是“精准扶贫”。

在国务院之前印发的《“十三五”脱贫攻坚规划》中，特别提到了“脱贫攻坚”总体思路。

那么这两个关键词怎么翻译才是最合适的表达呢？

精准扶贫，标准的译文应该是“targeted poverty reduction”；

targeted有根据目标人群来订制扶贫政策的内涵，有的时候也扩展成take targeted measures to help people lift themselves out of poverty。

给大家举一个栗子巩固一下热词使用，

比如：尽管困难重重，我们也要尽力采取措施帮助百姓脱贫。

译文：Regardless of how difficult it may be, we must try our best to take targeted measures to help people lift themselves out of poverty.

我们再来看下“脱贫攻坚”这个专有词汇，

其实很简单，直接翻译成“poverty alleviation”就可以了;

它表达的是单个任务或是一项事业的概念，“攻坚”是为了描述这项工作的难度，本身也是用来形容“脱贫”工作的，如果硬翻译出来，会让译文显的很累赘。

如果在CATTI考试中，同学们碰到的是一个动词属性的“脱贫”又该如何处理呢？

建议同学们按照动词化的词组来翻译，

即get out of poverty/get rid of poverty/be lifted out of poverty。

那么童鞋们请看下这个句子英文怎么说呢？

“脱贫攻坚”是全面建成小康社会最艰巨的任务。

这里的“脱贫攻坚”是一项任务，所以应该是Poverty alleviation is the top challenge in building up a well-off society in an all round way.  

如果遇到“贫困人口”这个词又要如何翻译呢？

有三个词可以供大家学习，

一个是 population in poverty，

如果觉得长，也可以换成poverty population，

还有一个是impoverished population或是poverty-stricken population。

从2012年到2018年，我们公司用了6年时间，总共投入资金1.9亿元，开展扶贫工作。  

In a span of 6 years from 2012 to 2018, our company totally invests 190 million RMB in poverty-alleviation.

第一块是金融扶贫，主要做法是直接融资、并购重组、发行债券、股票增发、融资租赁。第二块是产业扶贫，主要是捐赠生产资料，成立合作社，种植蔬菜、瓜果、建立雪毛鸡养殖示范基地。第三块是公益扶贫，主要是对生产生活基础设施建设进行投资。最后一块是教育扶贫，主要是职业教育。

First of all, in our endeavor to reduce poverty, we use financial means such as direct financing, merger and acquisition, bond issue, secondary offering and financial leasing. In order to alleviate poverty, we also develop industry in the poverty-stricken area by donating production resources, building up cooperative to grow vegetables, fruits and setting up an exemplary breeding facility for snow coat chickens. The third one is poverty-alleviation by public assistance where we make investment in infrastructure for life and production. The last one is by supporting education.  

下面介绍我们做的几个金融扶贫的案例：

Next, I would like to share with you some of our poverty-alleviation cases by financial aid:

金融扶贫主要通过我们一个金融租赁子公司，为贫困地区做一些融资。比如在广西绿地燃气项目上，融资额1亿元，期限是2.5年，实际收益是保障了1600万人的用气安全；新建了30公里长的天然气管网，可以供800万居民使用天然气，提高了天然气普及率，也保证了安全用气。第二个案例是内蒙古光伏电站组建项目，融资2.5亿元，期限5年。这个项目是通过创新的金融方法，盘活了一些资金，使一个新建的工业园区增加了发电的千瓦时，共计2000万度，保障了工业园区的工业用电安全。新增电费收入近2700万元，同时也给当地居民增加了土地租金收入。

In our financial aid to relieve poverty, we provide financing to the poverty-stricken areas through our financial leasing subsidiary. We successfully raised 100million RMB for the Guangxi Greenland LNG project with a term of 2.5 years. It safely delivers gas to 16million residents; A new 30km-long natural gas pipeline is built to deliver gas to 8million residents. In this project, we improve the natural gas penetration and ensure the safe supply of gas. The second one is the PV station project located in Inner Mongolia with a total of 250million RMB raised at a term of 5 years. We successfully activate the capital by innovative financial means. By increasing the electricity generation by 20million KWH in a newly built industrial park, we ensure the reliable supply of electricity within this park and increase the electricity revenue by 27millionRMB, in parallel, it gives rent to the local farmers who own the land.

简单总结亮点，金融扶贫是一个非标准化债券融资方式，方便灵活、操作高效、用途广泛，更适合贫困地区的企业和其他主体的融资需求，通过资本市场为贫困地区拓宽了融资渠道，也降低了融资成本。

To sum up, poverty alleviation projects through financial aid is a flexible non-standard debt financing solution, efficient and varied applications without restrictions, suitable for impoverished areas, coordinating with local industries and financial needs. It provides capital market solutions for impoverished areas and lowers the financing cost.
