Microsoft documentation says it should be absolute.

ARPINSTALLLOCATION property - Win32 apps

The ARPINSTALLLOCATION property is the full path to the application's primary folder.

But we do need to make it work.

Is your Revit installed at ‘C:\Program Files\Autodesk\Revit 2021\’?
