两种意思：

第一种：对方正在打电话，无法接通你的电话。

你可以等待对方把上一通电话打完再拨打。

第二种：你电话已经拨通，等待对方接听时，对方讲电话挂掉。

这种是对方主管不接你的电话，你方便或者不愿意接听你的电话。

总之就是对方目前主动或者被动不接你的电话。
