Thanks, this is a tricky one. Two primary stresses per word seems a regular thing in CMU dictionary that American transcriptions here are based on. Although most dictionaries leave only a secondary stress on the 1st syllable in “engineer”, you do hear a stronger emphasis there sometimes. So, whether 2 primary stresses per word is intentional is a good question to ask the CMU dictionary team.
