适运含水量允许值 – 是指货物可以安全运输时的最大水分含量。通常“适运含水量允许值”为“流动水分点” 的90%, 即TML等于FMP乘以0.9。

Danger of Group A Cargoes (A 类货的 危险性)

1. Group A - cargoes which are susceptible to liquefaction include “Fines” and “Concentrates”,

such as Iron Ore Fines, Nickel Ore, Fluorspar, Iron Ore Concentrates.

A类货是能够液化的货物,俗称“粉矿”或者“精矿”类货物,如铁矿粉、镍矿、氟石、铁精矿等 。

2. If the MC (Moisture content) of the cargo is above TML (Transportable moisture limit), the cargo will be at risk of liquefaction. If a liquefied cargo moves during a voyage, the ship might suffer a loss of or reduction in stability due to the cargo shifting.

这类货物如果其“水分含量”超过“适运水分含量允许值”,货物会液态化;如果液态化的货物在航行途中由于船舶的摇晃而发生货物移动,则可能会使船舶的稳性减小或者丧失。

3. There is a risk that the ship will list as a result of the cargo shifting. If the cargo continues to shift to one side, the ship will list more heavily to that side, and if the ship’s list is excessive,there will be a down-flooding of sea water into the cargo holds and this may cause the ship tocapsize and sink.

货物的移动将会造成船舶的倾斜。如果货物继续向一侧移动,船舶向一边的倾斜将加剧直至过度倾斜,海水倒灌到船舶货舱,从而导致船舶倾覆和沉没。

装载A类货物应按照如下准备:

1) Obtain detailed cargo information from charterers

2) Confirm cargo is acceptable as per the ship’s certificates and charter party

3) Contact the Marine Superintendent for cargo not acceptable as per the ship’s certificates and charter party

4) Obtain further information on specific cargo from IMSBC code or Grain code

5) Prepare the stowage plan using the loading computer considering:

a) Maximum cargo intake as required by charterers

b) Segregation

c) Stability and stress within limits

d) Maximum draft

e) Air draft restriction

f) Tidal information

g) Water density

h) Restrictions on ballasting operations

i) Load line zones for entire passage

6) Send stowage plan to charterers for acceptance

抵达装货港前

托运人货物声明 – 装货前托运人必须提供有效的货物信息(无论是 A 类或 C 类货物);货物信息应按照 IMSBC 规则 4.2.3 节所列明的“货物信息表”(IMSBC 2013 第 26 页)以声明的方式递交(如下):

2. HME (对环境有危害) - 从 2013 年 1 月 1 号开始, “国际防污染公约”附则 V 进行了变更并生效。次变更重点是明确托运人和租家有义务提供所装运货物的对环境没有危害的信息,并在“货物声明”中清楚标明。船长应当检查此“货物声明”,以确保该货物是“对环境有危害”或者“没有”。

3. 货物“水分含量及适运含水量允许值”证书 – 对于 A 类货物,托运人除了提供“货物声明”外,还必须同时提供有效的货物“水分含量证书”和“适运含水量允许值证书” 。如果发货人没有提供该声明及证书,则不应该开始装货。

装货前所应采取的行动

切记,对于 A 类货物,只有当货物的水分含量小于该货物的适运水分含量限制值的时候才可以装运。

装货开始前船长应确认以下各项就绪,否则不应开始装货:

Decision to Load(装货的决定)

Delay the start of loading and contact the Marine Superintendent if in doubt of the characteristics of the cargo.

Contact the Marine Superintendent to appoint independent surveyors to sample and inspect the cargo to be loaded prior to a ship’s arrival and to assist the master throughout the load for ports known to have cargoes which may liquefy.

Await advice from the Marine Superintendent if an independent surveyor is being appointed.
