Promoting Common Prosperity by Improving the System of Income Distribution

　　共同富裕是中国特色社会主义的本质要求，是中国式现代化的重要特征。

　　Bringing prosperity to all is an essential requirement of socialism with Chinese characteristics, as well as an important feature of Chinese modernization.

　　中国共产党十八大以来，以习近平同志为核心的中共中央把握发展阶段新变化，把逐步实现全体人民共同富裕摆在更加重要的位置上。

　　Since the 18th National Congress of the CPC in 2012, the CPC Central Committee with Xi Jinping at its core has closely monitored new changes in our stage of development, and given greater weight to gradually achieving the goal of prosperity for all.

　　推动区域协调发展，采取有力措施保障和改善民生，打赢脱贫攻坚战，全面建成小康社会，为促进共同富裕创造了良好条件。

　　To this end, our Party has promoted coordinated development across regions, and adopted effective measures to improve people’s wellbeing, win the battle against extreme poverty, and build a moderately prosperous society in all respects. These efforts have created conditions conducive to bringing about common prosperity.

　　现在，已经到了扎实推动共同富裕的历史阶段。在中国社会主义制度下要实现共同富裕的目标，需要发挥分配制度的激励作用，最广泛地调动各方面的积极性，有效配置生产要素，促进高质量发展，通过全国人民共同奋斗把“蛋糕”做大做好。同时，通过合理的制度安排正确处理增长和分配关系，把“蛋糕”切好分好，防止两极分化，使全体人民共享改革发展的成果。

　　We have thus advanced into a historical stage in which we will take solid steps toward common prosperity. To achieve the goal of common prosperity under China’s socialist system, we should fully utilize income distribution as a leverage to motivate all parties. By galvanizing all sectors and effectively allocating production factors, we will promote high-quality development and make the pie bigger in a concerted effort. In the meantime, we will ensure that people equally share the fruits of reform and development by establishing a sound institutional arrangement for dealing the relationship between growth and distribution, preventing polarization, and improving the way the pie is divided up.

　　按劳分配为主体、多种分配方式并存的分配制度，是社会主义基本经济制度的重要组成部分，既体现了社会主义制度优越性，又同中国社会主义初级阶段社会生产力发展水平相适应。初次分配制度、再分配制度、第三次分配制度，在促进共同富裕中具有不同的功能和作用，要相互协调配套。

　　The income distribution system centered on labor-based distribution while allowing other forms of distribution to coexist is an essential part of basic socialist economic system. It demonstrates the strengths of socialist system and is aligned to the development of productive forces in the primary stage of socialism. We will build an institutional framework for primary, secondary, and tertiary distribution which have different functions in promoting common prosperity and are well coordinated and mutually complementary.

　　要发挥好初次分配的基础性作用，努力提高居民收入在国民收入分配中的比重，提高劳动报酬在初次分配中的比重。坚持多劳多得，鼓励勤劳致富。

　　We will leverage the fundamental role of the primary distribution by increasing personal incomes as a proportion of the national income and raising the proportion of the primary distribution of income that goes directly to wages and salaries. We will ensure more pay for more work and encourage people to achieve prosperity through hard work.

　　促进机会公平，增加低收入者收入，扩大中等收入群体。完善按要素分配政策制度，探索多种渠道增加中低收入群众要素收入，多渠道增加城乡居民财产性收入。

　　We will promote equality of opportunity, increase the incomes of low-income earners, and expand the size of the middle-income group. We will improve the policy system for distribution based on factors of production, explore multiple avenues to enable the low- and middle-income groups to earn more from production factors, and increase the property income of urban and rural residents through more channels.

　　要加大税收、社会保障、转移支付等的调节力度。完善个人所得税制度，规范收入分配秩序，规范财富积累机制，保护合法收入，调节过高收入，取缔非法收入。

　　We will enhance the roles of taxation, social security, and transfer payments in regulating income distribution. We will improve the personal income tax system and keep income distribution and the means of accumulating wealth well regulated. We will protect lawful income, adjust excessive income, and prohibit illicit income.

　　要建立健全第三次分配机制，引导、支持有意愿有能力的企业、社会组织和个人积极参与公益慈善事业。

　　We will introduce and strengthen tertiary distribution, providing guidance and support for enterprises, social organizations, and individuals who have the desire and ability to actively participate in charitable and public-interest initiatives.
