【具体分析】

have suffered带有主语they，根据句意它的宾语是前面的the disruption，这表明they have suffered是修饰the disruption的限定性定语从句，从句引导词指代the disruption，它在限定性定语从句中做宾语，因此被省略了。

have suffered是定语从句的谓语，则唯一剩下的is是主句谓语，据此找到本句主干 there is a strong case。that引导同位语从句解释说明a strong case，该从句的主干为 those should receive compensation。

who have been worst affected by industrial action是修饰those的限定性定语从句。for the disruption they have suffered为介词短语作原因状语。

【翻译技巧】

两个限定性定语从句结构简单，均可采用前置法，翻译至所修饰的词前面。原因状语需要调整至其所修饰的谓语动词前来译。
